I'm not sure what I think of this yet. The manga is well loved and with Nisioisin (Bakamonogatari, Nisemonogatari, Katanagatari) as author I have a hard time believing it will be anything other than pure awesome. But it is not quite there yet.
The basic premise is about the indomitable Kurokami Medaka and Zenichi her childhood friend. As the newly elected Student Council President, Medaka has stared a suggestions box through which she seeks to right all wrongs on campus. The feel is a little like Haruhi, minus the god-like powers and rotten sense of self-entitlement. And Zenichi isnt' as funny as Kyon.
The arts good enough, the characters are somewhat interesting, and its a little fan-servicey with Medaka's breast bouncing all over the place. But it isn't that good yet. Though, I would council hanging in there for later. I mean, c'mon, it's Nisiosin, right?
